The Noble District

   The noble district is built around housing the nobles of the empire. Due to their immense wealth, they have eaten millions of pounds of meat, and they have grown to a gigantic size with great strength. Even the smallest of the nobles is over a hundred feet high and capable of crushing starmetal with ease.

  Due to the size of the nobles, each noble lives in a giant mansion made entirely out of starmetal. The walls of these houses are hollow, reinforced by starmetal beams. The gaps in the walls are 10 to 20 feet wide. 

  These gaps were originally constructed so servants of the nobles could use them to get around the house unseen by the noble. The servants of the nobles would live in other districts and ride an underground subway to get to work. Tunnels stretched between the house for easy travel. Since the ground between the noble houses is often tread by uncaring nobles, it is difficult for the smaller humans to travel without the risk of being crushed underfoot. This meant that the subway became the only available means to travel to the other districts.

  The nobles generally had a sadistic streak, and while they did enjoy having these servants serve them, they also desired to see these servants fight for them. A few of these nobles started placing wagers with each other that their servants could defeat the other nobles' servants, and started paying their servants to fight the other servants. This evolved into a large scale war between the various noble houses fought entirely in the walls of the houses. This war is now known as Wall War 1.

  Wall War 1 lasted for decades with the underground subway leading to the houses as the prime objective. Whichever house controlled the subway was able to come and go from the walls of the noble district to the other imperial districts. They were also able to import food and weaponry. The gravity of this tactical advantage was not lost on the houses, so every house that was not able to control the subway would seek to sabotage the subway.

  Not long after the war started, houses began to acquire weapons powered by ghosts. These weapons were illegal in the empire, due to the alliance with the ghost hunters. That didn't stop the houses from smuggling these secret weapons in.

  One of the noble houses acquired a very powerful bomb full of ghosts. In an effort to sabotage the subway, this bomb was released in the subway. The damage, however, far exceeded the expected output as the subway was flooded with ghosts. This shut down the subway and brought about the attention of the IOGH and the narcotics division of the imperial police.

  The IOGH and the narcotics division flooded into the noble district, placing it under martial law with strict orders of the emperor. They shut down Wall War 1 and executed the servants of the house that used the bomb. Many of the ghost weapons were seized and their users were punished. The subway was sealed, turning it into a giant puzzle, trapping the ghosts inside.

  After the IOGH was able to clean out the infestation of ghosts, the martial law was lifted as the IOGH and narcotics division left the houses. The remaining servants, however, were trapped in the walls of these houses, without any subway to leave the district safely.

  After appealing to the emperor, the nobles issued that the remaining servants resume fighting, thus beginning Wall War 2. Wall War 2 was under strict observance of the IOGH, with the understanding that while fighting with non-possessed weapons was allowed, any use of ghosts would be suffer the wrath of the IOGH and the narcotics division.

  Nobles have kept this war going for their enjoyment, often bringing in new servants and supplying their servants with food and weaponry, but as the only way in and out of the Wall War is by the discretion of the nobles, it is very rare that they let one of their servants out.

  Servants will fight in this eternal war with hopes to curry the favor of their house's noble and be transported away from the war. In the meantime, they will just aim to survive.

  Despite the watchful eye of the IOGH, many of the houses seek to use ghost weaponry and deal in the ghost drug trade. This often goes unnoticed, but when it is noticed, IOGH member are dispatched to these walls with the help of the nobles to deal with the infestation. IOGH members can come and go as needed to keep this war fought without ghosts.
